Authorizes boards of aldermen in fourth class cities to require property owners, landlords, or managing agents to register residential rental properties with the city prior to leasing, with an annual fee of up to twenty-five dollars.

Allows cities to require property owners to maintain an operating business or residence within fifty miles of the city, or designate a landlord or managing agent residing within fifty miles with contact information provided during registration.

Requires property owners, landlords, or managing agents to be available to respond to city contact within twenty-four hours.

Permits cities to conduct exterior inspections of residential rental properties and monitor police and criminal activity, nuisance problems, and compliance with building and housing codes.

Allows denial of registration based on factors specified in city ordinances, provided owners receive written notice of denial with reasons and an opportunity to appeal.
