Repeals and replaces section 290.230, RSMo, to allow workers to volunteer on public works projects without receiving prevailing wage compensation if they provide written agreement to volunteer without pay.

Defines "workman who agrees in writing to volunteer his or her labor without pay" as a worker volunteering without promise of benefit or remuneration, excluding prisoners, those performing community service as criminal case disposition, and those employed for compensation on the same project.

Prohibits employers from forcing, compelling, or intimidating employees into performing work that would otherwise be paid by prevailing wage as unpaid volunteer work.

Maintains prevailing wage requirements for all workmen directly employed by contractors or subcontractors in actual construction work on public works projects, excluding maintenance work.

Specifies that workers engaged in hauling materials or equipment that includes construction work beyond mere transportation to the site shall be deemed employed directly on public works.
