Requires Missouri higher education institutions receiving state funds to classify individuals as Missouri residents for tuition and admission purposes if they meet five conditions: resided with parent/guardian or were emancipated while attending a Missouri high school, graduated from a Missouri high school or received equivalent diploma, attended school in Missouri for at least two years, entered the United States prior to the bill's enactment, and (for non-citizens/non-permanent residents) provided an affidavit committing to apply for permanent residency at the earliest eligible opportunity.

Prohibits Missouri higher education institutions receiving state funds from denying admission to students based solely on immigration status if they meet the bill's requirements.

Requires institutions to keep confidential any information collected under this section as part of student admissions.

Declares the bill an emergency measure effective July 1, 2014, or upon passage and approval, whichever occurs first.
