State Board of Education must adopt a classification system that evaluates and accredits individual schools separately from the school district itself for metropolitan school districts and urban districts containing most or all of a home rule city with over 400,000 inhabitants located in more than one county.

Districts identified in the bill must be classified as a whole in addition to classifying each individual school within the district.

Schools shall be classified in one of four categories: Accredited with Distinction, Accredited, Provisionally Accredited, or Unaccredited.

The state board's classification system must be adopted through administrative rule and is subject to all provisions of chapter 536 of Missouri law, including general assembly review and approval powers.

Any rule created under this authority adopted after August 28, 2014 becomes void if the general assembly's powers to review, delay, or disapprove rules are held unconstitutional.
