SB 738 Summary

• Repeals and replaces multiple sections of Missouri campaign finance law (sections 130.011, 130.016, 130.021, 130.026, 130.031, 130.036, 130.037, 130.041, 130.046, 130.050, 130.054, 130.057, and 130.086)

• Redefines committee types by replacing "political action committee" terminology with "continuing committee" throughout the statute

• Eliminates requirement for certain committees to file statements of organization more than 60 days prior to elections; instead requires filing 30 days before elections for campaign and candidate committees

• Allows committees to make expenditures by electronic means (credit cards) in addition to checks, with all expenditures still drawn from official depository accounts

• Mandates all committees file campaign finance disclosure reports electronically with the Missouri ethics commission, replacing prior options for paper or selective electronic filing
