• Repeals and reenacts sections 313.800, 313.812, 313.817, and 313.830 relating to financial transactions of gaming establishments on excursion gambling boats

• Authorizes licensees to accept "credit instruments" (written checks or bank drafts) from qualified persons with a credit line of at least $10,000, effective August 28, 2014, with repayment due within 30 days and no interest charges

• Requires credit instruments to be approved by holders of occupational licenses and prohibits extending credit to intoxicated persons or through any method other than credit instruments

• Maintains existing penalties and prohibitions, including $5,000 administrative penalties for violating lending restrictions and class D felony charges for operating unlicensed gambling excursions

• Clarifies that commission regulations cannot affect the validity or enforceability of credit instruments or the debts they represent
