Establishes the Concealed Carry Permit Fund to provide grants for county law enforcement agencies to implement concealed carry permit systems, with funds prioritized for equipment, software, personnel, and system administration.

Modifies permit suspension and revocation procedures to include administrative suspension in the concealed carry permit system upon issuance of protective orders or arrest warrants, with procedures for reinstatement upon dismissal of charges.
