Mandates sheriff compensation increases in Missouri nonchartered counties: 15% on January 1, 2017, 10% on January 1, 2021, and 5% every four years thereafter based on compensation from the prior December 31.

Requires funds collected from sheriff service fees (capped at $50,000 annually) to be used to pay for the mandated compensation increases, with excess fees going to the county general revenue fund.

Establishes that sheriff fee funds not used for compensation increases must be spent only on services and equipment supporting sheriff office operations, and funds shall not lapse at end of fiscal year.

Requires county salary commissions in all nonchartered counties to meet at least once before November 30 in odd-numbered years to set compensation for county officials, with all meetings and votes to be public records.

Adds the sheriff as a permanent voting member of county salary commissions alongside county clerk, prosecutor, commissioners, assessor, auditor, public administrator, and coroner.
