Adds "gifted education pupil count" and "gifted threshold" definitions to Missouri's school funding formula, counting pupils qualified as gifted under section 162.675 who participate in state-approved gifted programs by June 1

Incorporates gifted education weighting into the weighted average daily attendance calculation beginning July 1, 2015, with a 0.6 weighting factor applied to gifted pupils exceeding the gifted threshold

Calculates the gifted threshold using performance districts ranked by current operating expenditures per average daily attendance, excluding the bottom and top 5 percent of districts

Requires districts to expend gifted education funding directly on gifted education services and imposes penalties of 100 percent repayment plus the original amount if audits find funds were misused

Updates references throughout sections 163.011 and 163.031 to renumber definitions and incorporate gifted education into the state adequacy target and district funding calculations
