Establishes the "Missouri Parent/Teacher Involvement Program" to provide grant awards to schools where a majority of staff develop trusting relationships between families and school staff, with priority given to districts in the lowest twentieth percentile on Missouri assessment program scores.

Requires at least 50 percent of school staff to voluntarily participate in periodic home visits or community meetings, with staff receiving compensation at an hourly rate no less than their regular base salary.

Mandates that home visits and community meetings be conducted by a pair or team including at least one staff member and, for K-5 schools, the pupil's classroom teacher, and requires schools to establish a compact with parents and legal guardians prior to participation.

Requires each school board to adopt a parental involvement policy by school year 2015-16 designed to build effective communication between parents, teachers, and administrators, and to inform parents of techniques and strategies to support their children's academic success.

Creates the "Missouri Parent/Teacher Involvement Program Fund" as a dedicated fund in the state treasury for program administration, with the program automatically sunsetting six years after the effective date unless reauthorized by the general assembly.
