Adds section 542.460 to Missouri law establishing privacy protections for event data recorder information collected by vehicle manufacturers on motorcycles, motortricycles, and motor vehicles.

Prohibits downloading or retrieving event data recorder data by anyone other than the vehicle owner, except under specific circumstances including written owner consent, valid search warrants, or court orders.

Permits data retrieval by licensed motor vehicle dealers or automotive technicians for vehicle diagnosis, servicing, or repair purposes.

Allows data retrieval for improving vehicle safety and security, traffic management, and medical research on human reactions to crashes, provided owner and driver identity is not disclosed.

Exempts commercial motor vehicles as defined in section 301.010 from these privacy protections.
