Repeals and replaces section 205.190, RSMo, governing county hospital trustees' powers and duties.

Trustees must qualify within ten days of appointment or election by taking an oath of civil officers and organizing as a board with a chairman, secretary, treasurer, and other officers as deemed necessary.

No trustee compensation is allowed, but trustees may be reimbursed for actual cash expenditures for personal expenses if itemized, sworn, and approved by affirmative vote of all trustees present.

Board of hospital trustees has exclusive control of deposit, investment, expenditure of hospital funds, and supervision of hospital grounds and buildings, with all funds paid out only upon warrants ordered by the board treasurer on properly authenticated vouchers.

Trustees in first classification counties with 150,000-200,000 inhabitants and certain third classification counties with 16,000-18,000 inhabitants may operate hospital facilities and engage in health care activities in adjoining counties where a hospital already exists, if trustees in both counties consent.
