Department of Elementary and Secondary Education shall annually calculate and publish transient student ratios for each school district and building on its website.

School districts must include transient student ratios in their accountability report cards for both the district and individual school buildings.

Transient student ratio is calculated as: (number of students enrolling after last Wednesday in September plus reentry students plus withdrawals) divided by (total students enrolled on or before last Wednesday in September plus those enrolling after that date), multiplied by 100.

School districts must annually report enrollment data to the department by a date it establishes to enable transient student ratio calculations.

Assessment scores for students not enrolled for the full three preceding school terms shall be excluded or weighted at 30 percent (one term enrolled) or 70 percent (two terms enrolled) when calculating district performance under the Missouri school improvement program.
