Repeals and replaces section 190.105 RSMo and enacts new section 190.336 relating to emergency service providers and ambulance operations.

Permits first responders, firefighters, or law enforcement with valid driver's licenses and prior emergency vehicle driving experience to operate ground ambulances in emergency situations requiring additional medical personnel, provided the ambulance service approves this practice in operational policies.

Requires ground ambulances to be under supervision of a Missouri-licensed emergency medical technician and staffed with at least two licensed individuals when transporting patients, except in limited circumstances.

Establishes recall procedures for members of emergency services boards, allowing registered voters to initiate recall through petition requiring signatures equal to at least 25 percent of voters in the most recent gubernatorial election.

Prohibits ambulance services from discriminating in treatment or transportation of emergency patients based on race, sex, age, color, religion, sexual preference, national origin, ancestry, handicap, medical condition, or ability to pay.
