Repeals all Missouri statutes authorizing capital punishment and procedures for executing death sentences, including methods of execution (lethal gas or injection) and related administrative processes

Eliminates the death penalty as a punishment option for murder in the first degree, replacing it with mandatory life imprisonment without eligibility for probation, parole, or release except by gubernatorial act

Applies to all future murder convictions, while persons sentenced to death prior to August 28, 2014 must be resentenced to life imprisonment without parole

Removes death penalty waiver provisions and capital trial procedures, including two-stage trials and statutory aggravating/mitigating circumstances used in capital sentencing

Eliminates mandatory death sentence review by the Missouri Supreme Court and related capital appellate procedures
