Enacts the "Second Amendment Preservation Act" declaring that federal firearms regulations restricting manufacture, ownership, and use within Missouri borders are invalid and null and void in the state.

Declares null and void specific federal acts including taxes or fees on firearms/ammunition, registration or tracking of firearms or owners, prohibitions on possession or ownership, and confiscation orders.

Prohibits Missouri public officers and employees from enforcing federal firearms regulations and makes federal officials guilty of a class A misdemeanor for attempting to enforce such regulations within Missouri.

Allows persons whose Second Amendment rights are violated to sue for redress and recover reasonable attorney's fees and costs; eliminates sovereign and official immunity as a defense in such cases.

Takes effect January 1, 2017, or earlier upon receipt of notification that at least four other states have enacted substantially similar language or upon passage of new federal firearms restrictions.
