Creates an 11-member capital sentencing procedures and protocols commission with representatives from the attorney general's office, public defenders, prosecutors, criminal defense lawyers, physicians, pharmacists, judges, and crime victims.

Grants the commission sole and exclusive authority to establish procedures and protocols for administering the death penalty through the administrative rulemaking process under chapter 536.

Prohibits the commission from making policy decisions about whether the death penalty should be administered and from disclosing current or former members of execution teams.

Requires the commission to draft and promulgate administrative rules within one year of the effective date, including rules specifying which drugs may be used for lethal injection, and to meet at least annually thereafter to review and update rules.

Suspends capital punishment in Missouri until the commission promulgates administrative rules or one year after the effective date of the section, whichever occurs first.
