• State board of education shall adopt no more than 75 academic performance standards and convene work groups of experienced educators to develop and recommend standards in four subject areas: English language arts, mathematics, science, and history/governments.

• Work groups shall consist of 10 members each (separate groups for grades K-5 and 6-12), with members selected by professional organizations, school boards associations, charter school associations, school administrator associations, legislative leadership, the governor, and higher education representatives.

• State board shall hold at least three public hearings when developing, evaluating, modifying, or revising academic performance standards, with the first hearing within 30 days of convening work groups.

• State board of education shall convene work groups by October 1, 2014 to develop new academic performance standards to replace Common Core State Standards, with implementation beginning in the 2016-2017 school year.

• Department of elementary and secondary education shall pilot Smarter Balanced Assessment Consortium assessments during 2014-2015 school year with results not used for high-stakes accountability, teacher evaluations, or accreditation decisions.
