Repeals and replaces sections 536.010 and 546.720 of Missouri Revised Statutes relating to regulatory procedures and capital punishment methods.

Permits execution by lethal gas or lethal injection and prohibits the department of corrections from purchasing lethal gas or chemicals with paper money or coins.

Requires the director of the department of corrections to select an execution team and prohibits team membership for anyone who operates, owns, is an agent of, or is employed by a supplier of execution equipment or chemicals.

Keeps execution team member identities confidential and protected from discovery or subpoena; allows execution team members and those harmed by unauthorized disclosure to pursue civil remedies including actual and punitive damages.

Prohibits licensing boards from disciplining execution team members for their participation in lawful executions and provides execution team members coverage under the state legal expense fund for official duties performed on behalf of the state.
