Minors age 16 or older in legal custody of the children's division may contract for automobile insurance with consent from the children's division or juvenile court.

The minor is responsible for paying all insurance premiums and liable for damages caused by their negligent operation of a motor vehicle.

State departments, foster parents, and case management entities are not responsible for paying insurance premiums or liable for any damages resulting from the minor's operation of a motor vehicle.

Expands existing law allowing qualified minors (age 16-17) to contract for housing, employment, education, medical care, and domestic violence services by adding automobile insurance as a contractible item.

Changes language from "sexual violence" to "sexual abuse" when describing services available to domestic violence and sexual abuse victims.
