Repeals and replaces section 610.140, RSMo to expand criminal record expungement eligibility to include drug possession, controlled substance imitation, criminal nonsupport, tampering, property damage, theft, stolen property receipt, bad checks, and credit/debit device fraud offenses.

Adds misdemeanor offenses under sections 304.010, 569.065, 569.067, 569.090, 569.120, 569.140, 569.145, 572.020, 574.010, 574.020, and 574.075 as eligible for expungement.

Requires petitioner to provide full personal information including name, sex, race, driver's license number, address, arrest dates, county/municipality, arresting agency, case numbers, and fingerprints; petition must be dismissed if information is missing.

Establishes time thresholds: 20 years for felonies or 10 years for misdemeanors/municipal offenses since completion of sentence, probation, or parole; requires no subsequent convictions and full restitution payment.

Specifies that expunged records shall be destroyed or blacked out, removed from electronic files except court files, and made confidential; allows expunged offenses to be considered for sentencing in subsequent offenses and disclosed for professional licensing and emergency services employment applications.
