Creates the Motorcycle Safety Trust Fund in the state treasury for use by the Department of Public Safety to fund motorcycle safety education programs under sections 302.133 to 302.138.

Deposits into the fund include judgments collected, registration surcharges, general assembly appropriations, federal grants, private donations, and investment earnings, with unexpended balances carried forward rather than transferred to general revenue.

Assesses a one dollar surcharge as costs in all criminal cases, county ordinance violations, and traffic violations (including infractions), with collection and distribution handled by court clerks.

Establishes a five dollar registration surcharge on all new motorcycle registrations and registration renewals beginning January 1, 2015, collected by the Department of Revenue.

All collected surcharges from both criminal cases and motorcycle registrations are paid to the state treasury and credited to the Motorcycle Safety Trust Fund.
