Repeals and re-enacts section 163.011, RSMo, which defines terms used in the state funding formula for elementary and secondary education.

Modifies the "free and reduced lunch pupil count" definition to account for school districts eligible for the USDA Community Eligibility Option by calculating the percentage of eligible students from the most recent school year with household applications and multiplying by the district's average daily attendance.

Clarifies that when school district boundary line changes occur through consolidation, reorganization, dissolution, or annexation, the Department of Elementary and Secondary Education must adjust each affected district's local effort using calendar year 2004 assessed valuation data applied to the new boundary lines.

Maintains existing definitions for "adjusted operating levy," "average daily attendance," "current operating expenditures," "dollar-value modifier," "weighted average daily attendance," and other formula components used in state education funding calculations.
