Repeals and replaces sections 290.210 and 290.230 of Missouri law relating to prevailing wage requirements and bidding for public works projects.

Requires all public bodies awarding contracts for public works construction to specify in the call for bids that each bidder must be a "responsible bidder."

Defines "responsible bidder" as a bidder that maintains a Missouri office for at least one year prior to contract award, completes OSHA safety training, enforces prevailing wage requirements, demonstrates satisfactory prior project performance, and meets local licensing requirements.

Maintains prevailing wage requirements for all workmen employed on public works projects, excluding maintenance work, based on wages paid in the locality where work is performed.

Clarifies that workers engaged in hauling materials or equipment that includes construction phases beyond mere transportation are considered directly employed on public works.
