• Authorizes the governor to sell, transfer, or convey state-owned properties including the Nevada Rehabilitation Center in Vernon County (87.58 acres), three group homes in St. Louis, correctional facilities in Buchanan County, and career centers in Sikeston, Hannibal, and Sedalia.

• Grants the commissioner of administration authority to set reasonable terms and conditions for each conveyance, including appraisal requirements and timing.

• Requires the attorney general to approve the legal form of all conveyance instruments.
