Prohibits use of electronic wireless communications devices while operating commercial motor vehicles, broadening the restriction beyond text messaging to include all device use.

Allows exceptions for hands-free or voice-operated mode devices, emergency vehicles, law enforcement and emergency personnel performing official duties, and permanently affixed GPS or dispatch systems.

Permits electronic wireless communications device use while operating vehicles to report illegal activity, summon emergency help, prevent injury to persons or property, or relay information between transit/for-hire operators and dispatchers if device is permanently affixed to vehicle.

Classifies violations as infractions and moving violations for point assessment purposes, with state law preempting local ordinances on the regulation of electronic wireless communications devices in motor vehicles.
