Repeals and replaces section 142.941, RSMo, governing diesel fuel inspection authority in Missouri.

Authorizes the director and agents to conduct unannounced inspections and remove fuel samples to determine diesel fuel coloration and identify shipping paper violations at terminals, fuel storage facilities, retail facilities, highway rest stops, and designated inspection sites.

Restricts inspections of individuals not holding fuel for wholesale or retail sale and not at listed locations to only those cases where inspectors have reasonable suspicion of chapter violations.

Permits agents and appointees of the director, Missouri Department of Public Safety, Missouri Department of Agriculture, and motor carrier inspectors to conduct inspections and may reasonably detain persons and equipment transporting fuel to verify compliance.

Allows inspectors to demand and immediately examine all shipping papers, documents, and records required to be kept by fuel transporters.
