Establishes a tiered cap on attorney contingency fees in damage actions: 33% of the first $50,000, 25% of the next $50,000, 15% of the next $500,000, and 10% of amounts exceeding $600,000, with a maximum aggregate cap of 33% of total damages.

Modifies comparative fault rules requiring defendants bearing 51% or more of fault to be jointly and severally liable for the full judgment, while those bearing less than 51% are only liable for their proportionate share.

Prohibits parties from disclosing the impact of comparative fault modifications to the jury in tort actions.

Creates exceptions to proportionate liability for employees of a party and for liability arising under the federal Employers' Liability Act.

Submitted to Missouri voters as a referendum measure for approval on the November 2014 general election ballot.
