Transfers authority for establishing A+ Program reimbursement procedures from the state board of education to the department of higher education, effective after August 28, 2014.

Establishes a new reimbursement procedure for students' portion of fees for dual credit courses completed while in high school.

Requires eligible students to attend a Missouri A+ qualifying public high school for at least one year, make good faith efforts to secure federal funding first, and maintain a minimal grade point average.

Delegates the department of higher education to set minimum grade requirements and additional eligibility criteria by administrative rule, subject to chapter 536 rulemaking provisions.

Declares that any rules created under this authority after August 28, 2014 are invalid if chapter 536 rulemaking powers are subsequently held unconstitutional.
