Adds section 390.064 to Missouri law to regulate passenger contract carriers that transport railroad employees for compensation.

Requires contract carriers transporting railroad employees on Missouri roads and highways to comply with federal safety standards in Title 49 Code of Federal Regulations Parts 391, 392, 393, 395, and 396.

Exempts section 391.11(b)(4) and subpart E of part 391 from applying to drivers and section 396.17 from applying to vehicles with 7-8 passenger seating capacity inclusive of the driver.

Directs the Department of Transportation to promulgate rules and regulations to implement and administer these provisions in accordance with chapter 536.

Declares the act an emergency measure effective upon passage and approval to ensure safe transportation of railroad employees.
