Repeals section 304.154 RSMo and enacts two new sections (304.153 and 304.154) establishing regulations for tow truck operations and accident response procedures

Requires patrol officers arriving at accident scenes to call towing companies from an approved rotation list, and allows officers to dismiss tow trucks already present at the scene

Prohibits tow trucks not called by a patrol officer or vehicle owner/driver from stopping and towing at accident scenes, with penalties ranging from class D misdemeanor (first violation) to class D felony (third and subsequent violations)

Updates the effective date for towing company operating standards from January 1, 2005 to January 1, 2015, and modifies insurance requirements to comply with United States Department of Transportation standards instead of a specified dollar amount

Expands towing company requirements to include 24/7 availability with operational telephone service and maintains minimum standards for business address, storage facilities, business hours, workers' compensation insurance, and current vehicle registrations
