Repeals and re-enacts section 321.200, RSMo, to modify fire protection district board meeting requirements.

Allows fire protection district boards to meet without public notice via telephone, facsimile, internet, or other electronic means when Missouri Task Force One or any urban search and rescue task force is activated for deployment by the Federal Emergency Management Agency, state emergency management agency, or statewide mutual aid system.

Emergency meetings held under this provision require a quorum and must authorize fund disbursement by roll call vote for the task force deployment.

Requires emergency meetings to be documented in minutes and disclosed at the next regularly scheduled board meeting, including the action that precipitated the meeting and confirmation that emergency meeting minutes are available as public records.

Maintains existing requirements that fire protection district boards meet regularly at least once monthly with public notice, and that a majority of board members constitute a quorum for regular business.
