Repeals and reenacts section 407.560, RSMo, to define terms used in motorcycle express warranty protections (sections 407.560 to 407.579)

Defines "collateral charges" as additional charges to consumers including sales tax, license fees, registration fees, title fees, and motor vehicle inspections

Defines "consumer" as purchaser of a new motor vehicle for personal, family, or household purposes, and persons to whom the vehicle is transferred during the express warranty period

Expands definition of "new motor vehicle" to explicitly include motorcycles while excluding commercial motor vehicles, off-road vehicles, mopeds, and recreational motor vehicles (except for their chassis, engine, powertrain and component parts)

Defines "express warranty" as any written affirmation or promise by a manufacturer regarding material, workmanship, or specified performance levels over a specified time period
