Removes deadline of "within one year of August 28, 1992" for ambulatory surgical centers to provide patient abstract data to the department.

Removes deadline of "no later than July 1, 2005" for the department to promulgate rules for nosocomial infection data collection and reporting standards.

Authorizes the department to allow hospitals and ambulatory surgical centers to participate in the federal Centers for Disease Control and Prevention's National Nosocomial Infection Surveillance System as an alternative to state-run infection reporting, subject to infection control advisory panel recommendation and certain safeguards.

Requires public reporting of risk-adjusted nosocomial infection incidence rates quarterly for Class I surgical site infections, ventilator-associated pneumonia, and central line-related bloodstream infections at hospitals, ambulatory surgical centers, and other facilities.

Establishes that violating patient confidentiality protections in data collection is a class A misdemeanor, and that health care providers failing to comply with reporting requirements cannot participate in state-administered programs or receive state funds.
