SB 872 Summary

• Repeals and replaces provisions governing emergency telephone services (911) and establishes the Missouri 911 Service Trust Fund to replace the Wireless Service Provider Enhanced 911 Fund.

• Allows counties and cities to impose a monthly fee up to $1.50 per device capable of contacting 911 (subject to voter approval) as an alternative to existing tax levies, with one percent of collected revenue retained for administrative costs.

• Imposes a three percent prepaid wireless emergency telephone service charge on prepaid wireless transactions beginning January 1, 2015, with sellers allowed to retain two percent and the remainder deposited into the Missouri 911 Service Trust Fund.

• Reduces the Missouri 911 Service Board from sixteen to twelve members, reorganizes board composition, and expands the board's authority to administer grants and loans for 911 service improvements including consolidation efforts, mapping, and emergency medical dispatch implementation.

• Establishes liability protections for 911 service providers and telecommunications carriers for acts related to 911 services and caller location information release, and requires consolidated 911 services or consolidation plans in third and fourth classification counties before implementing the new fee structure.
