Repeals and reenacts nine sections of Missouri law relating to licensing of speech-language pathologists and audiologists under the state board of registration for the healing arts.

Removes the "clinical fellowship" requirement as a condition for licensure; applicants with audiology clinical doctoral degrees were previously exempt from this requirement.

Establishes provisional licenses valid for one year (extendable to 24 months) for applicants who complete academic and practicum requirements and pass the national examination.

Defines scope of practice for audiologists and speech-language pathologists, including assessment, diagnosis, treatment, and use of assistive devices and hearing instruments.

Modifies advisory commission composition and term limits, requiring members to serve two consecutive three-year terms before a two-year waiting period before reappointment is allowed.
