Repeals and replaces outdated 1885 provisions governing Randolph County court operations, consolidating circuit court, county court, and probate court procedures in Moberly and Huntsville.

Authorizes certain first-classification counties to impose civil fines up to $1,000 per violation for ordinance breaches, with fines payable to the county general fund for enforcement costs.

Permits first-classification counties (200,000-260,000 population) to establish recreational and community center districts and impose up to 0.5% sales tax for construction, maintenance, and operation of community centers upon voter approval.

Allows third-classification counties (18,000-20,000 population) to impose 0.5% sales tax for transportation infrastructure improvements and up to 6% tax on hotel room charges for tourism promotion, both subject to voter approval.

Establishes an 8-member board to administer the recreational and community center district, with 4 members appointed by the mayor of a home rule city and 4 by a special charter city mayor, each serving specified terms.
