Requires counties with charter government and over 950,000 inhabitants to publish notice of planned development zoning hearings in newspapers with at least 10,000 circulation for two days, at least 30 days before the hearing.

Mandates certified mail notice at least 15 days before the hearing to property owners adjacent to the affected land and current occupants.

Requires personal notice at least 15 days before the hearing to owners and occupants of property within 1,000 feet of the affected land and to trustees of subdivision or homeowner associations within one mile.

Directs affected counties to establish a voluntary email-based notification system allowing residents and property owners to register for email alerts about proposed amendments affecting property within 1,000 feet of their address.

Maintains existing requirements that county planning or zoning commissions hold hearings before amendments take effect and that amendments require two-thirds county commission vote if 30 percent of nearby property owners protest.
