Maintains the University of Missouri board of curators at nine members appointed by the governor with senate approval, with at least one but no more than two members from each congressional district and no more than five from any one political party.

Establishes a student curator position with full voting rights on all board matters, including hiring or firing of the university president, chancellors, general counsel, and secretary, but excludes voting on faculty or staff hiring and firing decisions.

Requires the first student curator appointment in January 2015 as a graduate or professional student, serving two-year terms contingent on maintaining full-time student status, selected from a panel of three names submitted by student government presidents.

Mandates student curator appointments rotate among the four University of Missouri campuses in order: Columbia, Rolla, Kansas City, and St. Louis, with any new campuses added after August 28, 2014 inserted into the rotation following St. Louis.

Extends the six-year term requirement to all regular curators except the student curator, which has a two-year term, and requires student curators to pay all student and tuition fees prior to appointment and during their term of office.
