Repeals and replaces sections 413.225 and 413.226 of Missouri law relating to vehicle fueling devices and inspection fees.

Adds compressed natural gas meters, liquefied natural gas meters, electrical charging stations, and hydrogen fuel meters to the list of devices subject to inspection and testing fees by the Division of Weights and Measures.

Sets laboratory fees for metrology calibrations at $60 per hour from August 28, 2013 through December 31, 2013, then allows the director to adjust fees annually up to a maximum of $125 per hour based on actual operating costs.

Requires the director to submit annual reports to the general assembly beginning October 1, 2014, detailing current laboratory fees, expenses, and any proposed changes to the fee structure.

Establishes that alternative fuel vehicle charging and dispensing equipment (compressed natural gas, liquefied natural gas, electrical, and hydrogen) are subject to weights and measures regulations, while exempting similar equipment used for non-vehicle purposes from inspection requirements.
