Changes the state board of education from eight appointed members to members elected by voters beginning in the 2016 general election based on congressional district residence.

Sets initial terms of two years for members elected from congressional districts 1, 2, 5, or 6, and four years for districts 3, 4, 7, or 8; subsequent terms are four years with a limit of two full terms or eight years total.

Requires board members to be at least 30 years old, have resided in Missouri for at least five years, and in their congressional district for at least one year immediately preceding election.

Establishes a recall mechanism allowing members to be removed if a petition signed by at least 25 percent of votes cast for governor in their district is verified, with recall elections held within 60 days of verification.

Becomes effective only upon passage of a constitutional amendment to article IX, section 2(a) of the Missouri Constitution allowing voters to elect state board of education members.
