Requires the Department of Elementary and Secondary Education to provide high school equivalency examinations at least twice each year at convenient locations, with both computerized and non-computerized testing options available at no additional cost.

Prohibits the use of high school equivalency examinations described or promoted as aligned with Common Core State Standards unless no other alternative is readily available.

Requires the department to administer examinations in a manner that does not discriminate against students with documented mental health conditions affecting learning or learning disabilities.

Mandates that applicants with documented mental health conditions or learning disabilities receive individualized examinations to accommodate their needs.
