Creates new section 29.215 granting the state auditor power to audit museums established under sections 184.350 to 184.880, with audit costs paid by the museum district, subdistrict, or commission.

Establishes civil action procedures for lenders and claimants to recover damages for property injured or lost while on loan to a museum, including actual and punitive damages, court costs, and attorney fees.

Sets statute of limitations of two years from notice of injury or loss (or five years from when loss is ascertainable) for damage claims, and one year from notice of loan termination (or five years from notice of intent to preserve interest) for property recovery actions.

Requires museums to maintain and retain records for at least 25 years after property is no longer in their possession, including accession documentation, loan agreements, lender information, and acquisition dates.

Modifies charitable organization definitions in consumer protection and charitable solicitation statutes to include museums as defined in section 184.102, extending regulation of museums under deception and fraud provisions.
