Repeals and replaces section 56.700, RSMo, to establish state funding for mental health-related duties of prosecuting attorneys and county counselors

Allows prosecuting attorneys in second, third, and fourth class counties with state-operated mental health facilities (serving at least 80 overnight inpatients) to employ one assistant prosecuting attorney at $15,000 annually, paid by state treasury

Authorizes county counselors or circuit attorneys in first class charter counties with cities over 450,000 population and cities not in counties to employ one assistant at $15,000 annually, funded by state treasury

Permits prosecuting attorneys and county counselors/circuit attorneys to employ additional investigative and clerical personnel, with compensation capped at $15,000 annually per eligible county or city, paid from state treasury

Provides first class counties with 150,000-200,000 inhabitants an additional $15,000 annually for county counselor mental health duties plus up to $15,000 for investigative and clerical personnel costs, reimbursed to county general revenue fund
