Repeals section 37.005, RSMo, and enacts a replacement section establishing provisions for state property management by the office of administration

Allows boards of governors of Missouri Western State University, University of Central Missouri, Missouri State University, and Missouri Southern State University, and boards of regents of Southeast Missouri State University, Northwest Missouri State University, Harris-Stowe State University, and Lincoln University to convey or transfer real property interests for fair market value (except in fee simple) without legislative authorization

Removes the August 28, 2017 expiration date on the authority previously granted in subsection 13, making this authority permanent

Declares the act an emergency measure effective upon passage and approval to allow higher education institutions to respond timely to potential property lessors

Maintains requirement that general assembly authorization is still needed for fee simple transfers and other property conveyances not expressly authorized
