Establishes the "Missouri Science, Technology, Engineering and Mathematics Initiative" within the department of higher education to increase student interest and graduates in STEM fields at public two- and four-year institutions.

Creates a "Science, Technology, Engineering and Mathematics Fund" that will not revert to general revenue at the end of the biennium and whose earnings must be credited back to the fund.

Requires the department of higher education to develop a program offering information technology certification through technical coursework leading to postsecondary academic credit, available to public high school students with articulation agreements with Missouri public colleges or universities.

Authorizes the general assembly to appropriate matching funds for endowed teaching professorships, scholarships, experiential youth programs, and career enhancement programs for STEM teachers and professors.

Directs the department of higher education to complete a study by January 31, 2015 identifying the information technology industry certifications most frequently requested by Missouri employers and report findings to legislative leadership, the governor, and state education boards.
