Modifies prescription drug labeling requirements to include "sequential number or other unique identifier" in addition to existing requirements like date filled, patient name, prescriber name, drug name and dosage, and manufacturer information for generic drugs.

Creates new section 338.165 establishing framework for hospital pharmacy operations, including definitions of "medication order," "hospital clinic or facility," and "medical staff committee."

Grants Department of Health and Senior Services sole authority over hospital inspection and licensure under chapter 197, while allowing the Missouri Board of Pharmacy to inspect Class B hospital pharmacies for compliance with pharmacy regulations.

Requires pharmacists providing medication therapy services in hospitals to obtain a certificate of medication therapeutic plan authority and allows medication dispensing by Class B hospital pharmacies pursuant to prescription or medication order.

Modifies Class B hospital pharmacy definition in section 338.220 to remove reference to "outpatient" and clarifies that hospitals providing pharmacy services under Department of Health and Senior Services jurisdiction do not need a Class B pharmacy permit or license; existing hospital pharmacy permit holders entitled to obtain Class B license without fee by January 1, 2015.
