Adds 501(c)(3) non-profit organizations based in Missouri as eligible minority business enterprises if their entire staff is at least 25% minorities or exceeds the average minority population of the service area, and management/top 20% of earners are at least 20% minorities or exceed area average

Adds 501(c)(3) non-profit organizations based in Missouri as eligible women's business enterprises if their entire staff is at least 55% women and management/top 20% of earners are at least 45% women

Requires the office of administration to establish and implement a plan to increase participation of certified socially and economically disadvantaged small business concerns and minority business enterprises in state contracts for supplies, services, and construction

Limits bidding preference points to a maximum of 5 points for qualifying as a minority or women's business enterprise, with a maximum total award of 10 points

Specifies that state goals shall overlap with and run concurrently with federal requirements, with additional state goals only applying when state percentages exceed federal law requirements
