Creates the Missouri Real Estate Appraisers Commission within the division of professional registration consisting of seven members (six appraisers, one public member) appointed by the governor with Senate confirmation.

Requires appraiser members to be Missouri residents with at least five years of real estate appraisal experience, appointed from state-certified or state-licensed appraiser registries, with no more than one member from the same Congressional district.

Establishes three-year commission terms with quarterly meetings, a quorum of four members, and per diem compensation of $50 per meeting plus reimbursement for expenses and travel.

Allows any person to file complaints against licensees without specifying violated laws or regulations, requiring the commission to investigate and notify the complainant within ten working days.

Limits investigations to six months with status updates every 60 days, and requires the commission to provide a free appraisal to the complainant at the commission's expense if deadlines are not met.
