Prohibits law enforcement agencies from indiscriminately gathering, maintaining, or disseminating intelligence information about persons engaged solely in lawful activity unless there is reasonable suspicion supported by sufficient and articulable facts of criminal conduct or activity.

Requires law enforcement officers to obtain a search warrant prior to searching or seizing garbage or trash located on a street curb or within the curtilage of a residence or privately owned building awaiting collection and disposal.

Transfers ownership of garbage or trash to the solid waste collection service provider upon placement at a street curb or residence curtilage for collection.

Amends chapter 542, RSMo by adding sections 542.293 and 542.294.
